We built our house 5 yrs ago and are constantly re-caulking our shower and not for lack of cleaning.?

There is a slight amount of water between pan and liner but nothing major. The floor was sinking at one time but they shimmed the seat to hold floor down. Then seat was removed since it was determined that it was leaking and was rebuilt. Caulk was replaced 4 months ago and has already mildewed. Hate to spend money to replace if not needed but nobody has answer. Help!

All caulking seems to mildew in shower areas.
However, make sure the caulk used is designed for the bathroom, preferably silicone or polyurethane. It has algecide and funguscide components.
It does sound like you have other problems ???
you need a humidistat on the exhaust fan. Mold is from moisture.
