Concrete Patio Leaking-basement-caulk?

I have patterened concrete patio -3 years old, I just found water leak in basement. Noticed that water is leaking from the baseline(line that meet patio and wall). There is expansion joint (asphalt impregnated fiber strips). I think ‘CALUKING” is the best way to fix it. Can you please advise
1) What kind of caulk di I have to use
2) Should I cover all expansion joint(Black thing between wall and patio)?
3) Is there any other solution?
