Is It Wisest To Place A Sump Pump Inside The Basement To Prevent Water Incoming.?

I have an area that fills with water just out side the door but have found the water comes up and in the foundation also…want to know if it would be wise to put in a sump pump below the surface/ out the drain? THANKS
