How to re-install XP on acer laptop without CD’s (has PQSERVICE Partition however)?

I can’t boot the laptop, it keeps rebooting while attempting to load one of the .sys files. From what I can see, the reinstall software is on the hardrive FAT partition. How can I get to it, so I can start the reinstall to factory setup?
ook. First off, no floppy drive, haven’t had one of them for about 10 years.
I have another XP CD (dell), but I want to run the ACER reinstall, so it sets it up as it would have been when I received it.
Can I use the Dell XP CD, to run the reinstall that in the ACER PQSERVICE partition?
