How to get revenge on person with phone number?

Someone pulled a con on me where they pretended they needed help getting their car repaired. I never got paid back $60. I have no info on them besides their legitimate phone number. What could I do to seek revenge on them?
Go to a gay chatroom and tell everyone to call that number, asking for sex.
Go to every bar in down and write in the bathroom with a large marker, “GAY SEX 555-1234 ask for ”
Call them at 3 in the morning and when they answer, hang up.
Make an add for something, like a billboard advertisement or a bench and put his number on it. Then put it on everything, chatrooms, mailing lists, clubs, then report them to the police and have them trace the number.
Pray for them!!
Dont persue revenge. Theyll change their number, and render your sense of retaliation unresolved. Betrayal a self-destructive phenomenon. Dont let it consume you. No doubt you are a good person (who is now a wiser person).
Find out who they are by their phone number online or something. You could say that a person stole that phone to the police, and the police might track it for you, they do have phone tracking on cell phones.
I wouldn’t seek revenge, but if I did…
I would post signs everywhere across town offering free donuts and coffee. Then, put their phone number on it and say if they call today, they can get thirty-five hundred free donuts.
