Basement floods but I want to make it into a mini apartment?

I currenly live in home that was probably built in the 60′s. the basement floods all the time. its a small amount of water that comes in..nothing really high. I want to make the basement into a mini apartment for myself…even putting in a carpet. money is tight since i am still in college but i gotta do what i gotta do. any suggestions and or costs? i need to do whatever it takes to guarantee that this basement will not flood ever again. thanks in advance.
